Maybe you should know that e.g. in the Netherlands where its not legal to smoke Pot but you can do it in so called Coffeeshops less people are smoking pot then in countries where its totally illegal to smoke pot. Maybe many people start with it because its illegal and its just i dont know how to say...maybe some think its cool to do something illegal and always the illegal has a special charm if i can say it like that. I mean your parents say dont do this and that and what do you do? Right

The reason why heroin or crack cocaine addicts are imprisoned but not smokers is because smokers don't rob people at gun point to get their next cigarette.

If Arpaio was given the support he needs by the rest of America then the drug problem would be eradicated pretty quickly. Ideally addicts are helped to recover, but I'd rather have them all behind bars than out and about making trouble for decent, law abiding people.
