Sure they have! Just e.g. take a look at "List of doping cases in sport" on Wikipedia. It's not totally uptodate but they list 15 finns, 13 swedes and 12 norwegians. So there you have it - you absolutely can't trust anybody or any country when it comes to competitive sports and doping...

We shouldn't forget that Pekka Vasala, Lasse Virén, Martti Vainio and lot of other distance runners from many other countries were *most likely* using blood doping (+ steroids) during the 70's and beginning of the 80's.
And of course the communistic East Germans were the unparalleled masters of cheating...

Pekka Vasala has the most greatest running style ever! No one, even mens 5000m have no such a great style like Bekele, Kipchirchir Komen and Lagat have of caurse great style/tech. but when Vasala runs...there is no mistakes in that style!

Vasaka confessed his secret to his gold medal were his uphill intervals. He did not coin the phrase "don't try this at home", but he was pretty close!
the best part of this is the commentary. There are some legendary commentaries throughout the history of mens track, but the Finnish guy screaming "PEKKA VASALA VOITTAA!" is pure gold
