i believe it is because he had unintentional surgery on his testicles. and due to the lack of testosterone left in the body his voice was altered to be much higher than normal.

i seen this on a movie....he is there because of a deformity that alters his voice .and that is why the guy is laughing

Well guys.... this is so you don't mock it. Surgery on your testicles is common, especially for a lot of asians. Some people are born with some skin connecting to the anus...(don't be so immature) and the place below that skin could get infected so they get the surgery to cut it. After that, all the skin that could cover your anus doesn't anymore and it cant get infected. Very bloody and painful if the medicine doesnt go through... but bloody either way... 2 weeks of pain until it clears out. =]
